I don't mean to sound pessimistic but I believe you place way too much faith in our police departments, particularly in Southern California.
First, OSA has long cultivated a relationship with members of the LAPD & SDPD. When I worked in OSA, I'm aware of numerous cops relied by PI's paid by Scientology for their black ops, even if the police won't admit this on the public front.
Most police departments will take a complaint as they are required to do per departmental policy, but getting them to act on it is a differently total matter.
