SP Declares

At FCDC, there was a bulletin board in the hallway near the course rooms. The goldenrod would be hung there. Sometimes they would be duplicated and stuck in the staff comm center baskets.

Orgs can definitely get SP declares issued, but they must be approved by the Justice Chief uplines. My declare came out of FCDC and had its stamp on it. It was signed by Paul Hoover, Jr. but approved by IJC (Int Justice Chief).

"Approved by IJC" is pro forma. For the most part, all that ever really happened with comm-evs, SP declares is that the convening authority, LRH comm and someone else (don't remember who) approved it.

They don't all go to IJC. Especially when the CA is above that.

IJC will just rubber stamp any declare from above - huh, new concept "Declare From Above" - anyway...

So much of what is done with Courts of Ethics, Comm-Evs and declares is sooo much actually less that what is supposed to be done. A lot of things are done pro forma.

I can't imagine the IJC actually reading all the things necessary to honestly approve every declare....

Do they still use this stamp on the SP Declare Goldenrod anymore?

When I was on a Comm-Ev,

I sat in as one of the members of Committee of Evidence, a fact-finding body, convened by someone in charge of an area or person (the convening authority).

and we declared the person (deserved it in my opinion - of course, that was then this is now), we submitted the comm-ev to the Convening Authority. It then when to the LRH Comm as the Issue Authority.

All items that come out of a scientology church must be approved the a person in the organization with the post of L. Ron Hubbard Communicator. This person is responsible to ensure that all actions, orders and procedures are according to the canons and scriptures of the Church of Scientology.

A CSW then went uplines to the CJC and then the IJC to approve it. Once approved, the already typed issue was given to the person by the MAA and copies were sent to FCB mimeo.

When I worked at FCB mimeo, copies were made for all orgs and sent to the CLOs for distribution.

Any request made by someone not having the requisite authority to approve it, must be according to a form called "Completed Staff Work" which consists of 1) Request 2) Data 3) Solution. And a statement that the person making the request finds this "okay" (proper).

The only person that can actually approved a declare order is the International Justice Chief. This person is at the International Liason Office in Los Angeles (formerly called the Flag Command Bureaux).

However, all communications and orders to lower organizations must go through the Continental Liason Office, responsible for management of the continental area. One position in the CLO is the Continental Justice Chief, the contintental level mirror of the IJC.

The Master At Arms is the person in a Sea Organization responsible for ethics and the administration of Justice, as approved by the LRH Comm, CJC and the IJC.

Mimeo (from the mimeograph they used to use for their actions) is the section of an organization responsible for copying all bullitens, policies and management orders. Mimeo recieved a copy and made copies for all members of an organinzation needing such, as well as a copy for the lower orgs mimeo, so that they could make copies.
